Activists threaten industry shutdown in Hyderabad (Reuters)

NEW DELHI (Reuters) ? Protesters leading a massive public sector strike that has caused power cuts, delayed trains and shut schools threatened on Monday to shut down business in Hyderabad for a day later this week.

The two-week-long strike involving an estimated 800,000 workers is a growing headache for the government of Prime Minister Manmohan Singh, already on the defensive over high inflation and graft scandals stalling economic reforms.

The strikers, including miners at 50 coal pits, want the government to carry out a promise to divide the state of Andhra Pradesh in two, giving statehood to the region of Telangana.

"This movement is not going to relent. I am appealing to people to fight till we achieve Telangana state," said K. Chandrasekhara Rao, who heads the movement that revived the movement for a separate state a decade ago.

Whatever the government's decision, it will likely make enemies over the Telangana issue, since many in Andhra Pradesh do not want the state to be split.

If the strikers' demands are met, Hyderabad, home to the Indian headquarters of global firms such as Microsoft and Google, would fall within the new state.

The protests are expected to intensify over the next few days, with activists calling for a total shutdown of industry in the city on Sept. 30. Train workers joined the strike for three days, but returned to work on Sunday.

On Monday, a group of protesters tried to stop buses from carrying workers to a business park popular with technology firms.

The head of Andhra Pradesh's association of IT companies told Reuters the strike was already increasing costs for medium and smaller size businesses in the sector.

"It is a serious issue. The central government should do something immediately to clear the uncertainty as it is not good for future growth and investment," said L. Suresh.

As one of the country's most populous and economically powerful regions, Andhra Pradesh is an important vote bank for Singh's government, which risks angering many supporters in the rest of the southern state who oppose its break-up.

Telangana members of parliament for the Congress party joined the protesters on Monday. They are furious at Singh's government for dragging its feet on the issue and some have threatened to resign.

The Bharatiya Janata Party's national spokesman said the party backed the movement.

Shortages of coal because of the strike forced daily power rationing of up to six hours, with officials warning more severe cuts were to come. Technology companies relied on back-up generators to power operations.

"The costs for the companies have gone up because of backup and expensive generators they have to arrange."

The Telangana region merged with Andhra Pradesh in 1956, against the wishes of many locals.

"In particular we have asked the NTC (National Transitional Council) to make available to the Crown any documentary evidence and witnesses which could assist in the ongoing inquiries," a spokeswoman for the Scottish Crown Office said.

Abdel Basset al-Megrahi, a former Libyan agent who was convicted of the bombing which killed 270 people, was released on compassionate grounds in 2009, but the Crown Office said his trial court had accepted he had not acted alone.

'Did not act alone'
"The trial court accepted that Mr. Megrahi acted in furtherance of the Libyan intelligence services in an act of state sponsored terrorism and did not act alone," a Crown Office spokesman said, according to BBC News.

"Lockerbie remains an open inquiry concerning the involvement of others with Mr. Megrahi in the murder of 270 people," he added. "The Crown will continue to pursue lines of inquiry that become available and following recent events in Libya has asked the National Transitional Council, through the Foreign and Commonwealth Office, for assistance with the investigation."

In March, Mustafa Abdel Jalil, Libya's former justice minister and now its interim leader, said he had evidence of Gadhafi's involvement in the bombing.

Last week, the U.S. ambassador to Libya returned to Tripoli to lead a newly reopened American Embassy in a post-Gadhafi era.

Ambassador Gene Cretz was nominated to be the first U.S. ambassador to Libya in 36 years by President George W. Bush in July 2007 after a remarkable turnaround in U.S. relations with the North African nation.

The accommodating climate ? which can suit not only tropical and subtropical specie, but those adapted to colder climes ?is an element in the problem, according to Kenneth Krysko, the lead researcher and a senior biological scientist at the Florida Museum of Natural History, the University of Florida.

But he and the other researchers put the bulk of the blame on the pet trade, which they say is responsible for the vast majority of introductions, and impotent laws meant to prevent the release of non-natives. [Image Gallery: Invasive Species]

It's impossible to have this many non-native species establishing themselves without consequences, Krysko said.

"To think we are not going to have any problem, it doesn't make any sense ? we already know we have a problem with some of the few species we have studied, and sometimes it takes decades to even determine we have a problem with a certain species," he said.

One of the most prominent of these new residents is the Burmese python, which appears to be a refugee of the pet trade. Officials worry they pose a threat to humans, as well as to native, endangered species, which turn up in the pythons' stomachs.

According to the researchers' list, the Burmese is one of six python species that have been introduced to Florida, all by the pet trade, and one of two that has become established, meaning it has survived and reproduced in its new habitat.

The introductions began in 1863 with the greenhouse frog, a native of the Caribbean, which appears to have hitched a ride with shipping cargo. Since then, 136 more non-natives have been introduced and three intercepted before they reached the wild,Krysko and his colleagues find. In the decades that followed, cargo stowaways were the dominant introductions. But in the 1970s and 1980s, the demand for exotic pets increased. The pet trade is now accountable for 84 percent of introductions, they calculate. [America's 10 Favorite Pets]

The researchers confirmed the introductions of all known nonnative reptiles and amphibians through their own fieldwork and by looking at specimens in museum collections, photographs and results from previous research. For each, they included the time of its introduction, the pathway by which the species was introduced and its status.

Releasing a nonnative species without a permit is illegal in Florida, but the law requires an officer with the Florida Fish and Wildlife Conservation Commission to observe someone releasing the animal in order to cite them, according to Krysko. Not surprisingly, no one has been prosecuted, he said.

In a study published in the journal Zootaxa on Sept. 15, the researchers encourage the creation of an early detection and rapid response program to quickly identify newly found introduced species so they can be eradicated. ?

NEW YORK - Terry Francona is taking the blame for Boston's pitiful play. His players disagree.

One thing everyone can agree on. The Red Sox are running out of time to stop a September slide that could leave them out of the playoffs.

Bumbling Boston lost yet again, with A.J. Burnett making his most impressive start in nearly three months and Jorge Posada hitting a two-run homer that led the New York Yankees to a 6-2 victory in the opener of Sunday's day-night doubleheader.

Boston's AL wild-card lead was cut to a half-game over Tampa Bay, which beat Toronto 5-2. What was a runaway nine-game advantage heading into play on Sept 4 would be completely gone by the end of Sunday if the Yankees swept.

"When it doesn't go right it's my responsibility," Francona said after his team lost its fourth straight and seventh in eight games.

Not so, said David Ortiz.

"It's all of us, we're all to blame," Ortiz said.

Boston was counting on John Lackey in the nightcap. He was 0-3 with a 9.12 ERA in previous five starts.

The Red Sox at 5-18 (.217) are on track for their worst September since going 4-18 (.182) in 1926, according to STATS LLC. Tim Wakefield (7-8) dropped to 1-5 in his last 10 starts.

Derek Jeter had three hits to lift his average to .300 at the end of the game for the first time since April 2. Starting with July 9, the day he reached 3,000 hits, he is batting .346 following a .257 start.

"I'm not playing for a batting average," Jeter said. I'm playing to try to stay sharp for the playoffs."

New York improved to 6-1 on its final regular-season homestand. Having secured home-field advantage throughout the AL playoffs, the Yankees will open the division series at Yankee Stadium on Friday night.

Sloppy in the field again, the Red Sox fell behind early for the second straight day. Catcher Jarrod Saltalamacchia had an error and a passed ball in a two-run first inning. In the fifth, he had the ball kicked out of his mitt by Jeter, who was trying to score from second base on Alex Rodriguez's single. Jeter reached second on left fielder's Carl Crawford's fielding error.

Boston has committed 16 errors in the last 11 games. The Yankees are 6-11 against Red Sox this season but have won four of last five.

Wakefield pitched four-plus innings, giving up five runs ? three earned ? five hits and five walks. The 45-year-old was making his 627th and possibly last appearance for the Red Sox.

Burnett (11-11) allowed five hits ? three to Jacoby Ellsbury ? and two runs in 7 2-3 innings, his first outing of more than six innings since he went eight on July 29. He was 0-4 in his 10 previous starts against Boston but was in control throughout this one.

David Robertson got four outs to finish, twice stranding a runner on second. Hitters are 0 for their last 22 against him with runners on base, according to STATS.

Two of Ellsbury's hits were homers, giving him 30 for the season and making him the first player in Red Sox history to have at least 30 homers and 30 stolen bases in a season. The two RBIs gave the leadoff batter 100.

"It's not the best time, but I should brag about it," Francona said. "That's an amazing feat."

Batting fourth for the first time since 2009 because of his experience against Wakefield, Posada connected in the third inning for his fifth homer against the knuckleballer. The 40-year-old with a diminished role this year, hit cleanup for the first time in two years and was given a curtain call on the last day of New York's regular-season home schedule.

Brett Gardner opened the Yankees' first with a bunt single and stole a base, drawing a wild throw from Saltalamacchia. Jeter bunted safely and Gardner moved up.

Gardner scored when Saltalamacchia fumbled the ball for an error as he tried pull it out of his oversized mitt and make a quick throw with Jeter stealing second.

After Rodriguez grounded out, Jeter advanced to third on a passed ball. Saltamacchia had a shot at nailing Jeter at third but his throw was wide of the base. Jeter scored on a wild pitch from Wakefield.

"It's frustrating," Wakefield said in a nearly silent clubhouse. "We can't seem to catch a break. Certain things happen in an inning and it snowballs from there."

NOTES: Red Sox RHP Clay Buchholz, who hasn't pitched since June 16 because of a stress fracture in his lower back, will pitch an inning for Boston's instructional league at Fort Myers, Fla., on Monday. Wiggins stated the recall involves 1.4 million packages which have been distributed to pharmacy technician and clients since this past year.

Grant Provides Needed Home Repairs for Retired Monroe Resident

MONROE, La., Sept. 22, 2011 (GLOBE NEWSWIRE) ? For retired Monroe, Louisiana, homeowner Brenda Henderson, living on a fixed income meant that some home repairs, by necessity, had to be put on hold, and sometimes they didn?t get done at all.

Ms. Henderson?s home had previously flooded, and as a result, her carpet and the underlying padding had mildewed and needed to be replaced. Two of the doors were so old that they no longer closed properly and cold air seeped through during the winter. Without the funds to pay for the repairs, Ms. Henderson thought she would just have to live with the problems, but in April she was thrilled to get new carpet throughout her entire home and have two new doors installed.

The work was done thanks to a $4,900 Special Needs Assistance Program (SNAP) grant from Community Trust Bank in Monroe and the Federal Home Loan Bank of Dallas (FHLB Dallas).

Ms. Henderson, who is retired from the Head Start program, learned about the grant program from a former co-worker. Shelia Grayson, vice president and community reinvestment officer at Community Trust Bank, worked with Ms. Henderson to submit her application.

SNAP grants are made available through FHLB Dallas member institutions, such as Community Trust Bank, to assist income-qualified, special needs homeowners with necessary home repairs and modifications. In 2011, FHLB Dallas made $2.1 million in SNAP funding available to its members. Each SNAP recipient is eligible to receive up to $5,000. If the participating member institution contributes at least $350 toward costs associated with the rehabilitation, the homeowner is eligible to receive up to $7,000 from FHLB Dallas.

In 2011, Community Trust processed 11 SNAP grant applications totaling nearly $55,000.  

?The program allows us to play a role in helping applicants get these funds to rehab their homes,? Ms. Grayson said. ?They are always very grateful to receive the grant. Most are living on fixed incomes and can?t afford extra expenses.?

If not for the grant money, Ms. Henderson said she doubts that she would have been able to afford the repairs.

?I would have probably had to get the carpet replaced one room at a time, and I don?t know if I could have done it,? she said. ?Applying for the grant wasn?t difficult. The lady at the bank took all of my information and submitted the application. In about two weeks, I heard that I?d been approved.  It?s a good program. I know other people who have benefited from it and they were blessed to receive it.?

Scientists Fight for Controversial James Webb Space Telescope (SPACE.com)

Supporters of the James Webb Space Telescope united today (Sept. 21) to advocate for the ambitious project, despite its increasing costs and repeated delays.

Some of the project's staunchest supporters, including the telescope's senior project scientist and NASA's program director for the mission, made the case for James Web during a web conference hosted by the Space Telescope Science Institute in Baltimore, Md., which will serve as the Science and Operations Center for JWST.

"I invite people to try and imagine today where astronomy would be without Hubble, because my expectation is that JWST will be transformative in a very similar way," said Roberto Abraham, an astronomer at the University of Toronto. "When I think about where I would be and where my field would be without Hubble, I want to run away screaming. I just can't conceive of giving up that sort of capability with JWST for the future." The James Webb Space Telescope, a general-purpose infrared observatory, has been billed as the successor to the Hubble Space Telescope. Yet repeated difficulties have pushed its launch date back to 2018 and its budget up to $8.7 billion, at latest count.

The U.S. House Appropriations Committee has even gone so far as proposing to scrap the mission, and zeroed-out the funding allocated for JWST in its fiscal 2012 appropriations bill. However, the Senate Appropriations Committee moved to save the telescope by increasing JWST funding in its version of the appropriations bill.

The telescope will feature a 6.5 meter primary mirror that will allow glimpses into some of the farthest reaches of the universe. Proponents say it offers the chance to make huge breakthroughs in the study of star and galaxy formation in the early universe, the mysteries of dark matter and dark energy, and the search for planets around other suns. The observatory is a collaboration between NASA, the European Space Agency and the Canadian Space Agency.

"I'm speaking as a heavy user of the Hubble Space Telescope, and, hopefully, a future heavy user of the James Webb Space Telescope," said astronomer Julianne Dalcanton of the University of Washington. "With the James Webb Space Telescope, things that are currently ambitious are going to become routine. The impossible is going to become possible. The capabilities, the more I've looked into them, I get increasingly excited about the science that I can do with this telescope."

Yet not all scientists are excited about the project. Some researchers, especially those in fields such as planetary science and solar physics, fear that JWST's bulging budget will siphon off funds from their own disciplines. An editorial signed by 18 planetary scientists in the Sept. 8 issue of the Planetary Exploration Newsletter argued that JWST should not come at the expense of other NASA missions. In reaction to some of this discontent, planetary scientist Jonathan Lunine of Cornell University, a member of the JWST Science Working Group, pointed out that James Webb will offer significant capabilities of interest to planetary scientists as well as astrophysicists, such as the ability to observe both planets in our own solar system and alien worlds around other stars. If some portion of JWST's funds must come out of NASA's planetary science budget, the investment would be worth it, he argued.

"Between 6 to10 percent of Hubble time is used by planetary scientists," Lunine said during the web conference. "One expects that a large amount of JWST time will go to planetary topics.

Matt Mountain, director of the Space Telescope Science Institute, agreed.

"This isn't just an astrophysics mission, this is a science mission," Mountain said.

The JWST team also stressed that many changes have been put in place over the last year, following an October 2010 independent review panel report that blamed budgeting and management failures for the project's significant cost growth and schedule delays.

"JWST is on a new path," said Rick Howard, program director of the JWST Program Office at NASA Headquarters in Washington. "All of JWST senior management at [NASA's Goddard Space Flight Center] and headquarters were replaced. This is really our last chance to do this right. Everyone understands that, so we have been very careful to put together a re-plan that we feel is robust."

Ultimately, whether or not NASA is able to follow through on the project will be hugely significant, the scientists said.

"JWST is seen by people as a litmus test for whether the U.S. really wants to remain a leader in space," Abraham said. "There's no doubt that JWST is a big challenge. But getting JWST done is seen by the international community as a pretty clear message that the U.S. is still capable of doing really great things."

Jared Bernstein: The Policy Backdrop of Inequality and Its Implications for "Class Warfare"

Hey, no fair fighting back!!

That's what I hear when conservatives go on about "class warfare" in response the President's call for balance in deficit reduction. It's particularly grating to hear Rep Paul Ryan use the CW talking point, when the loins' share of his deficit savings come from cuts to low-income programs and Medicare, with no offsetting revenue.

Lots of posts in recent days have explored the tax side of this equation, essentially emphasizing the Buffett point that many of those who have done the best are paying a smaller share of the income in federal taxes than the middle class. That's an important point that links directly to President Obama's call for shared sacrifice and balanced deficit reduction. Sorry, Rep. Ryan -- it can't all come out of the spending side.

But, as the figure below reveals, the increase in income inequality -- one reliable metric of how different income classes have fared -- is very much a pretax phenomenon. The figure shows the changes in income shares from a comprehensive income data set of the Congressional Budget Office, 1979-2007, pretax and aftertax (federal taxes only -- I've added a table below with the levels for the most recent data year so you can see the underlying shares).

The fact that the growth in inequality is largely a function of the pretax income distribution doesn't mean we should make it worse with regressive, supply-side tax cuts -- (economist Alan Blinder calls this move "unnecessary roughness" -- amplifying pretax inequality with regressive tax cuts). To the contrary, we need balanced tax measures to generate the revenues to support programs that can help push back on this trend -- initiatives like Head Start, child nutrition, educational support.

But it also doesn't mean we can meaningfully correct the problem with tax policy alone. We have be mindful of all the policies that effect the pretax distribution--the distribution of labor and capital earnings before any taxes and transfers kick in...that's where the real inequality action is.

Now, most economists argue that much of the increase in inequality is due to factors like globalization and technological change -- factors that are less a matter of policy than of economic evolution. But of course their impact can be amplified or dampened by policy. For example, unfair trade practices like China currency management make give low-wage competitors an even stronger price advantage. (Trade agreements are less of a big deal as I see it--the advocates overdo how much they'll help and visa-versa re the opponents -- though the advocates are worse...).

Lack of a strong, long-term public-private strategy in terms of boosting our manufacturing sector, as is standard practice in advanced (Germany) and emerging (China) countries also hurts our manufacturers compete internationally. So policy does matter -- considerably -- in this space.

Technological change is also thought to be a significant factor behind the changes in the graph, though the evidence here is more ambiguous. (One strain of work, for example, argues that technology has increased labor demand for both high skill and low skill work, while leaving out the middle.) But to the extent that technology increases employers' skill demands such that a college education is increasingly necessary to compete, programs that help disadvantaged kids get that opportunity play a role here too. And cuts to those programs hurt.

And then there's a bunch of stuff that directly raises or lowers the bargaining clout of middle and working class families--policy changes or missed policy opportunities that have hurt or failed to help them.

- The long-term erosion of the minimum wage

- The absence of legislative protection to balance the organizing playing field for those who want to collectively bargain

- The inattention to labor standards such as wage and hour rules, overtime regulations, workplace safety, worker classification (this is where regular employees get misclassified as independent contractors and lose basic labor protections -- and guess what? Progressive reform of this problem is in the President's new budget plan -- very cool...)

- The attack on public sector employment

- The lack of universal health care

- The absence of comprehensive immigration reform

One more biggie: full employment. It's very much a policy variable and one, in fact, that used to be the law for the Federal Reserve -- so-called Humphrey Hawkins Act mandated full employment as a policy goal of the Fed. As I stress here, the fact that our job market has run with so much slack over the very period when inequality grew is no coincidence (and visa-versa: when inequality was flat or falling, we were more likely to be at full employment).

And of course, in recession, like now, by dithering on stimulus, we're disproportionately hurting the wage, incomes, and living standards of the folks who've been losing income share over the years shown in the figure above.

In other words, there are a lot of policy measures that have considerable impact on how the benefits of growth are distributed -- before taxes even show up on the scene. When representatives of the wealthy squeal about "class warfare," they're not just talking about shielding their treasure from the tax system. They're also protecting and endorsing a policy agenda that's helped tilt growth their way for a long time.
